Main Purpose & Function
VSR Project Managers manage complex projects representing significant changes across the City, often involving multi-million dollar investments and spanning multiple business units. Recommendations may result in the re-assignment of responsibilities between staff or organizational units within the City and in the reduction of, or increase to, staff complement. The Project Manager may manage cross-department project teams to successfully deliver the projects and is responsible for a timely delivery of the projects within budget and to a high level of quality.

The City owns, manages, and operates 13 primary warehouse locations and approximately 60 plus storage facilities supplying various departments throughout the City (including VPL and VPD) and manufacturing and shops found in 2 main departments, Parks and Engineering. The City of Vancouver made a strategic choice to rationalize Warehouse, Inventory, Manufacturing and Fabrication shops. The benefits of the shared services arrangement are operational efficiencies and cost savings.

The project manager will be responsible for current state information gathering and analysis, proposals for optimal or alternate designs for City warehouse, manufacturing and distribution operations, a migration plan from current state to the recommended option as well as a detailed implementation plan and key performance indicators and a methodology to collect and report results for a new consolidated operations in the above mentioned areas.

The Project Manager is involved in all phases of the project including planning, execution, control and closeout and regularly reports on the status of the project to the VSR Director and Sponsors. The Project Manager has access to confidential information and makes recommendations for changes in methods, processes, and procedures that may impact on financial and operational areas as well as staffing workloads, working conditions, changes in positions or staffing levels.

The Project Manager will be responsible for creating a project charter and managing the project plan for the areas of Warehouse, Inventory and Fabrication and managing a technical team of staff from within the existing business groups to create a future state for their areas. Each future state will require a transition plan detailing scope, schedule and costs.

Specific Duties & Responsibilities
The Warehouse and Fabrication Project Manager will work with an external subject matter expert consultant on all aspects of the project; evaluate the services listed below as well as look at optimizing and rationalizing warehouses and distribution services. The Warehouse and Fabrication Project Manager is responsible for reviewing the current services relating to Warehouse and Fabrication of the City, including but not limited to: Shipping, Receiving, Materials Handling, Cataloguing, Inventory Control, Distribution, Fabrication and Asset Disposal.

Qualifications
Education and Experience:
Bachelor's degree in Business Administration or project-related discipline; Formal training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute); Project Management Professional (PMP) certification preferred but not required; Training and experience in Warehousing and Materials Management is preferred; Knowledge of Inventory Management systems and methodology is desired; Knowledge of the City of Vancouver is an asset; Experience with managing teams.

Knowledge, Skills and Abilities:
Demonstrated knowledge of Project Management methodologies, processes, standards and policies; Demonstrated ability to apply Project Management methodologies to projects for successful completion; Ability to write effectively, organize and maintain project documentation, prepare status reports and summaries; to speak effectively in public through formal and informal meetings and presentations; to communicate effectively at all levels within the organization; to manage large work loads and multi-task effectively; to manage projects crossing multiple departments, multiple business processes and multiple stakeholder groups; to organize, co-ordinate and manage people to achieve project goals; to exercise sound judgment in assigning and supervising work of project team members; to develop and maintain effective working relationships with technical and professional staff, as well as customer departments; to analyze and solve problems and take decisions or make recommendations based upon thorough analysis of facts; to focus on details, while maintaining a balanced high-level view of an assignment; to reconcile differing perspectives, develop consensus, and secure cooperation and support from both customers and team members; to resolve conflicts arising within the project team or in interactions with customers in the most advantageous manner to all parties involved; to manage change and assist others with adapting to change.
